Ninety days from today, your organization can have operational AI governance — not a policy document, not a committee structure, not a framework sitting in a binder. Governance that has been tested by a real AI deployment, refined by what you learned, and owned by a team capable of running it without outside help.

That’s the destination. Here’s the road.

This roadmap is built for mid-market organizations starting from zero or close to it. It doesn’t assume dedicated governance staff, a Chief AI Officer, or an enterprise-scale compliance infrastructure. It assumes a leadership team willing to spend focused time on the right things in the right sequence — and the discipline to build governance around real AI initiatives rather than theoretical frameworks.

Ninety days. Three phases. One AI deployment to prove it works.

Before Day One: The Decision That Makes Everything Else Work

Before the 90-day clock starts, one decision needs to be made — and it’s the most important governance decision you’ll make: which AI initiative will this governance be built around?

Not your most ambitious AI initiative. Not the one that’s been stalled longest. The one where:

  • The business case is clear and the value is measurable
  • The data foundation is most likely to be adequate (or fixable in a reasonable timeframe)
  • The stakeholders are most aligned and motivated
  • The risk profile is manageable for a first governed deployment

This initiative becomes your proof point. It’s what the governance is designed to enable. Every structural decision you make in the next 90 days gets tested against one question: does this help us deploy this specific AI initiative safely and quickly?

Month 1: Assess and Align

Weeks 1-2: The Honest Assessment

Run the → two-week maturity assessment described in our governance assessment guide. Six to eight stakeholder interviews. A review of existing documentation. An honest scoring of your seven governance dimensions.

The goal isn’t to produce a comprehensive governance audit. It’s to answer three questions:

  1. What are the two or three gaps most likely to block this specific AI initiative from reaching production?
  2. What existing structures, relationships, and compliance frameworks can we build on rather than replace?
  3. Who needs to be involved in governance decisions — and what authority does each person actually have?

By the end of Week 2, you have a maturity scorecard and a list of critical gaps. Everything in the next eight weeks is organized around closing the gaps that block your chosen initiative.

Weeks 3-4: Establish Decision Rights

This is the highest-leverage structural decision you’ll make in Month 1: define who owns deployment authority for your chosen AI initiative.

One executive. Not a committee. One person who has the authority to say “we’ve addressed the concerns, we’re proceeding” — and who owns the outcome when they do.

Then define the input structure around that authority:

  • Who provides input: Legal, IT, Security, Data, Finance — whoever has legitimate concerns about this specific initiative
  • What the input window is: Two weeks is the standard that works. Within that window, stakeholders flag concerns, ask questions, and document requirements
  • What happens at the end of the window: Silence equals consent. Blocking concerns require a defined resolution path — not another committee meeting

Document this in one page. Not a governance framework — a decision rights document for this initiative. It can be expanded later. Right now it needs to exist and be understood by everyone involved.

By the end of Month 1: you have an honest picture of where you are, the two or three gaps you need to close, and a clear decision rights structure for your first deployment. That’s the foundation.

Month 2: Build the Essentials

Month 2 is where governance structure becomes operational. The sequence is straightforward. The calibration is where experience matters — knowing which gaps are blocking and which can wait, and how to run stakeholder interviews that surface what people aren’t saying.

Three things to build in month 2:

Weeks 5-6: Data Readiness Assessment

Before any development work on your AI initiative, assess → the data it requires. Scoped entirely to the specific inputs the model needs — not a comprehensive data audit.

Four questions for each data element the model requires:

  • Completeness: what percentage of records have this field populated?
  • Consistency: is this field defined the same way across all source systems?
  • Lineage: can you trace this data back to its authoritative source?
  • Quality: is this data accurate enough for automated decisions?

Where gaps exist, scope the remediation: what’s the minimum fix required for this use case? Not the comprehensive data quality program you’ll need eventually — the targeted fix that enables this deployment.

This assessment typically takes two weeks. What you find will either confirm the deployment timeline or tell you what needs to happen before development starts. Either answer is better than discovering it after you’ve built the model.

Weeks 6-7: Production Readiness Criteria

Define what “ready” means before development begins. This is the governance document that eliminates the most common source of deployment delay: the endless negotiation about whether an AI initiative is ready that happens when nobody defined “ready” in advance.

Your production readiness criteria should cover five areas:

  • Security: What controls must be in place before deployment? Penetration testing? Access control validation? Data encryption standards?
  • Compliance: Which regulatory requirements apply to this specific AI? What documentation do they require?
  • Data quality: What quality thresholds must the input data meet? What monitoring will be in place post-deployment?
  • Business value: What business outcome defines success? What’s the measurement approach and timeframe?
  • Operational readiness: Is the support team trained? Is monitoring in place? Is there a rollback plan if something goes wrong?

Ten to fifteen specific, measurable criteria. Not principles — checkpoints. When each one is satisfied, anyone can see that it’s satisfied. There’s no room for “we think we’re close” or “it depends on interpretation.”

This document becomes the deployment gate. When all criteria are met, the deployment owner approves. Until they’re met, the initiative stays in development.

Weeks 7-8: Governance Council

Establish the bi-weekly governance council — the oversight structure that keeps AI governance operational without creating committee bureaucracy.

Members: your existing leadership team members most involved in AI. CTO or CIO, Head of Data or CDO, Chief Legal or Compliance, one business unit leader. Four to six people maximum. No dedicated governance staff required.

Cadence: every two weeks, 90 minutes. Standing agenda:

  • Portfolio review: where is each active AI initiative in the deployment lifecycle?
  • Blockers: what governance issues are slowing deployment, and how are they being resolved?
  • Decisions: what decisions need to be made at the council level versus handled by the deployment owner?
  • Compliance and risk: any regulatory developments or risk events requiring council awareness?

The first council meeting happens in Week 8. Before that meeting, each council member has reviewed the maturity assessment, the decision rights document, and the production readiness criteria for the first initiative. The first meeting is a working session, not an orientation.

By the end of Month 2: data assessment complete, production readiness criteria defined, governance council operational. Development on your first AI initiative can begin with confidence.

Month 3: Deploy and Learn

Month 3 is where governance gets tested — and where it proves its value.

Weeks 9-10: Development Under Governance

With decision rights clear, data readiness confirmed, and production readiness criteria defined, AI development proceeds with the governance structure actively engaged.

The deployment owner checks progress against production readiness criteria weekly. Not as oversight theater — as a practical tool for identifying gaps early enough to address them before the deployment gate.

Stakeholders who provided input in the review window stay available for questions. But they don’t re-open their review unless new information surfaces that warrants it. The input window principle applies through development: review happens in defined windows, not as an ongoing open process.

Weeks 11-12: Production Readiness Review and Deployment

When the development team believes the initiative meets production readiness criteria, the formal review begins. Each criterion is assessed against the evidence. Gaps are documented and addressed. When all criteria are satisfied, the deployment owner approves.

This review typically takes one to two weeks for a first deployment — you’re still learning the process. Subsequent deployments will be faster because the criteria are familiar and the evidence collection is routine.

Deploy.

Then document what you learned:

  • Which production readiness criteria were easy to satisfy and which required significant work?
  • Where did the data assessment miss something that surfaced during development?
  • How did the decision rights structure perform — did it enable decisions or create bottlenecks?
  • What would you do differently for the second initiative?

This documentation is your governance improvement log. It’s what makes each subsequent deployment faster and more confident than the one before it.

What You Have at Day 90

If you’ve followed this roadmap, at the end of 90 days you have:

  • One AI initiative in production — not a pilot, not a proof of concept, a deployed system delivering business value
  • Operational governance structure — decision rights, governance council, production readiness criteria, data assessment process
  • An honest picture of your governance maturity — what’s working, what needs improvement, what the next initiative requires
  • A team that knows how to do this — because they just did it

That’s the foundation. The second initiative will take less time than the first. The third less than the second. Each deployment strengthens the governance capability and the team’s confidence in using it.

The organizations that have moved from zero to strong → AI governance didn’t do it in one comprehensive implementation. They did it one deployment at a time, building the capability that every deployment requires and learning from what each one revealed.

Ninety days and one deployment. That’s where it starts. Everything else follows from there.
